Alexander Zakharchenko: "Responsibility for Donbass reunification lies with the Republic"
The Head of the Donetsk People's Republic became a participant of the Round Table meeting devoted to "The humanitarian programme for the reunification of the Donbass people: problems and prospects," which was held in Donetsk on April 10.
Alexander Zakharchenko debriefed the ministers responsible for the programme’s guidelines, as in healthcare, education, social assistance, culture, establishment of centres for social assistance and administrative services, and environmental security sectors.
"First of all, actual results are of interest. We are implementing this programme not for eloquence alone, not for a show, it should provide true support to our people in the territories beyond our control for the present. This is the first step towards the reunification of our people. Therefore, I would like to hear the facts," stated the Head of State at the beginning of the event.
Judging by the ministers’ reports, the programme was launched quite successfully. Hotlines of the newly-established humanitarian centre have received about 3,000 phone calls from the DPR citizens living in the temporarily uncontrolled territory. One third of all the appeals concerned medical care issues. Patient capacity amounting to 3,500 hospital beds has been allocated in the Republican hospitals to implement this part of the programme. Six patients were put on the waiting list for complex endoprosthetics operations and artificial pacemakers’ installation. Besides, Donetsk hospitals were chosen by three women in labour from different cities ‘on the other side of the frontline.’
As reflected by the calls, educational services are in the same great demand with the population. All the 18 universities and 105 secondary vocational education institutions of the Donetsk People's Republic are ready to provide these services. Residents of Kharkov, Chernovtsy, Kiev, Lvov, Zaporozhye and Odessa regions are already forward to become DPR students. According to the Education Ministry, there will be enough places for everyone: 1,500 places are allocated for applicants from Ukraine in the coming academic year. It should be mentioned, that at the moment in the Republic there are more than 700 students, who have come from the uncontrolled territories to receive an education here.
Four centres for the provision of social assistance and administrative services are fully operational. The Head of State has instructed security agencies to take a closer look at the issue of these establishments’ security.
Particular attention is paid to environmental security aspects. Jointly with international public organizations, the DPR Emergency Situations Ministry is involved in analysing the technological disaster threat at industrial enterprises in Ukraine. According to experts, unfortunately, a catastrophe risk rate is quite high. Therefore, the Republic will be insisting on dangerous production facilities’ being monitored by international missions. Work in this field continues.
A fairly extensive range of events are held and planned to take place in the cultural, sports and scientific fields.
"I want to hear the most important thing – what is the actual state of rendering assistance to our veterans of the Great Patriotic War?" asked Alexander Zakharchenko.
The Head of State was informed that 11 combat veterans and war disabled veterans had already received monetary aid in the amount of 10 thousand rubbles. Moreover, three of them personally attended social assistance centres.
"These are heroic people! Just imagine how old they are, and what it took them to get to the place of this benefit’s issuance! It never fails to amaze me, I keep admiring the steadfastness and courage of that generation," said the Head of State.
Alexander Zakharchenko once again stressed the importance of the humanitarian programme, its ideological and practical significance for citizens of the Donetsk People's Republic.
"Dear colleagues, I would like to draw your attention to the fact that we are not helping some strangers. This is our land, these are our fellow countrymen, brothers and sisters, this is our people. We must be totally aware of the responsibility for the reunification of our people lying with us. These people appeared to be under the enemy’s heel, in the occupied territories. I want to emphasize that they are temporarily occupied. We should just do everything in our hands, even exceeding that, for these people not to feel abandoned. We are a single people. Donbass is a unified state. People both in Mariupol, and in Donetsk are equally important to us. I am asking you to treat this programme with a great responsibility, with the feeling that you are engaged in a worthy holy cause," said the Head of the Donetsk People's Republic.
